pulse-dispatch fill-floor: every skip path now writes a per-candidate log line. Silent dispatch failures (candidates=N followed immediately by Adaptive settle wait: 0 dispatches with nothing between) are now diagnosable from pulse.log. (#18813, GH#18804)
Removed >/dev/null 2>&1 redirect on check_terminal_blockers call inside _dff_should_skip_candidate — its own logs now reach pulse.log, and the rc capture is now set -e-safe to prevent subshell-kill from masking failures.
Hardened dispatch_deterministic_fill_floor prepass capture with || fallback so a set -e abort inside dispatch_triage_reviews/dispatch_enrichment_workers can no longer silently exit the parent subshell. Same bug class as GH#18770/GH#18784/GH#18786.

PULSE_DEBUG=1 environment flag enables DFF DEBUG: per-candidate logging (labels, body length, dedup-probe rc, model_override, loop entry/exit fence posts). Off by default.
test-pulse-wrapper-silent-dispatch.sh regression test (15 assertions) — every skip path is asserted to write an identifiable log line, and PULSE_DEBUG behaviour is verified.
