What's New

• Standardize GitHub label colors across all managed repos — new label-sync-helper.sh defines canonical color palette for all label categories
• Semantic tag colors — TODO.md tags now get meaningful colors by category (DevOps=light blue, Security=peach, AI/Agent=purple, etc.) instead of universal gray
• Cross-repo consistency — all repos in repos.json synced to canonical palette (status, tier, origin, priority labels)
• Going forward — ensure_labels_exist() in issue-sync-helper.sh auto-applies semantic colors for new tags
