A config-loading regression on v3 could brick agent registration entirely for any workspace carrying a v2-era docs-category override. Once a removed agent category reached overlay validation, the strict category check failed hard, taking down the whole config hook instead of just the stale entry. This release mirrors the existing removed-names handling: known-removed categories are now warned about and dropped before strict validation runs, rather than causing a fatal failure (#649, c2851a9). Regression coverage was added for stale docs overrides, preserved agents, unknown categories, and valid category overlays to prevent recurrence.
