Bug Fixes
The workflow guard now defers only the affected remote operation when its activation probe times out, rather than permanently disabling the entire session. The unit and epoch stay active, and the deferred operation remains required. Its own before-read can establish a baseline from the same observer and target, with one retry on timeout. A push with no upstream also defers instead of disabling the session, though that first push still cannot produce a receipt.
PR creation now establishes its baseline from the after-read only when the before-read reported a missing resource. Timed-out or failed before-reads no longer admit a PR-creation receipt as though no PR had existed. Check and review readbacks retain their deferrals when their before-read reports a missing resource. Other activation-seeding failures remain fatal. See #1082.
