What's new

A single reliability fix to the guarded-workflow protocol, plus routine toolchain upkeep.

Bug Fixes

systematic_workflow_start and systematic_workflow_complete now treat an unavailable / guard-unavailable guard state as terminal for the current execution unit (#736). Previously the documented bootstrap guidance was ambiguous about what to do once a guard reported itself unavailable, which could lead an agent to keep reattempting the same guarded call in a retry loop. The runtime already closed over this case correctly, but the guidance gap meant behavior wasn't guaranteed to be deterministic under failure. This release canonicalizes the using-systematic bootstrap guidance so an unavailable guard is not retried, and pins regression coverage for that behavior.
