The ce-review shared reviewer prompt previously encouraged open-ended surrounding-code investigation, which led reviewers to repeatedly re-read unchanged files and drift across a single unresolved area instead of converging on a verdict. This release enforces a bounded, diff-first prompt contract: investigators now treat the supplied diff as the primary source of truth, read each unresolved surrounding range only once, and re-read only when ambiguity remains or the file has actually changed.
The contract also requires a terminal conclusion path — reviewers must return a finding/verdict or an explicit blocker/residual-risk statement rather than broadening scope indefinitely. A contract test now pins these semantics in the content-integrity checks, and a live pressure review confirmed convergence after a single diff read (#737).
