v3.7.0
What's new
Systematic gains a read-only diagnostics surface — a way to ask the CLI "what do you actually see?" without touching bootstrap, config resolution, or the plugin's write paths.
Features
systematic capabilities — deterministic, privacy-safe CLI diagnostics. The new cli-capabilities.v1 command exposes a versioned JSON snapshot of package/config/discovery state that was previously only inferable by reading source or guessing from behavior. It reports which skills and agents "won" discovery, separates config source presence from proven per-field authority, and surfaces bounded discovery failures — all without exposing discarded entries, local file paths, or other information that would leak privacy-sensitive details.
The diagnostic is strictly observational: bootstrap, config handling, setup, routing, and workflow protection behavior are all unchanged. Config loading was extended with read-only observation metadata, injectable roots, and warning sinks, and discovery keeps its existing winner semantics — failing closed on agent collisions and modeling malformed skill sources as bounded issue facts rather than crashing or silently dropping them.
This work also lands three new planning documents under docs/plans/ (the "Bitter Lesson" migration program, the capability-diagnostic plan itself, and a focused local OpenCode eval-foundation child plan) that capture the dependency-ordered modernization initiatives this feature is part of, along with the safety and evidence gates required before any related cleanup work proceeds.
Along the way, a CLI fixture-tree test was hardened: Bun 1.3.14 writes its own module-resolution cache under $HOME/.bun as a side effect of spawning bun src/cli.ts as a subprocess, which was tripping a byte-identical fixture-tree snapshot assertion. The .bun cache directory is now excluded from the snapshot — it's Bun's own runtime artifact, not something the CLI under test writes, so ignoring it doesn't weaken the actual security assertion that the CLI writes no unexpected files.
