Spec Lifecycle Enforcement
Prevents incomplete specs from being merged to main by enforcing a Draft → In Progress → Complete status lifecycle across all DevSpark workflows.
Key Changes

Draft→In Progress→Complete) enforced end-to-end /devspark.implementautomatically transitions spec status: Draft → In Progress at start, → Complete when all tasks done/devspark.pr-reviewnow blocks APPROVE unless spec is Complete with all tasks checked (was previously optional)/devspark.site-auditflags Draft or In Progress specs on main branch as CRITICAL anti-patterns/devspark.releasevalidates Status: Complete before archiving specs/devspark.harvestcross-checks Status field against task completion- PR context scripts (bash + PowerShell) detect spec status and task counts in JSON output
