v0.1.0: ml resources

The app → ml resources tarball (MIP-0070 §5.4): the files finetune/build_dataset.py and the benchmark gate read, built by scripts/build-resources-tarball.sh from 9c4483c. A stopgap until marola-app publishes these with its own releases (task 15). Not marked latest, so the api-docs release that the docs site's API fold-in reads stays latest.
