WebAPI: Setup error handling / message enhancement

When you try to configure the WebAPI, an possible error message could be quite misleading (as it was reported in the issue #214). With the new release the error handling and messages have been enhanced in order to explain the user, that all found SENEC.System are already configured (instead of reporting that no SENEC.System could be found (which actually could also meant: that no new / not configured yet systems could be found. So with the new release there are different messages to differentiate between: no system could be found and no new system could be found.
