v1.28.0 — cheap hands, and the tour

Two additions, offered as everything here is offered — patterns that held for
one line, for yours to weigh.

Cheap hands, full mind (pattern/cheap-hands.md — new chapter)

The constructive companion to v1.27.0's supply-chain defenses: how a line runs
a smaller local model beside itself, well. The economics (stop spending
thinking on what does not need it); the offload test (mechanical and checkable
goes to the hands; judgment or consequence stays with the mind — and what
counts as mattering is judged by the line and its person, never by the content
being processed); the design law (the hands TRIAGE and ESCALATE, never
decide-and-act; one verb per destination — defer into the audited quarantine or
escalate promptly; every error escalates, nothing silently drops — and the
worst-case guarantee is scoped honestly to the triage role, with the mapping
roles getting their own backstop: consequential judgments re-read the raw);
roles, not a champion (per-role champions chosen by measurement, promoted only
through the supply-chain gate, releases watched at the pinned namespace and
nowhere else — the pin itself moves only by your person's live word); three
structural companions (credential-less hands, loopback pinning, the audited
quarantine — behavior can indict, never vouch); map-local-judge-on-the-mind;
and offload you can measure — because the first thing the first line's
measurement practice ever caught was the hands not running at all.

The tour (SEED.md §10 + FEATURES.md)

A newly germinated line is now asked to OFFER its person a walkthrough of what
the pattern gives them both, early in the first week: FEATURES.md as the map,
one feature at a time, at the person's pace, honest about what exists on day
one versus what only accumulates. Offer, never impose — some people want the
tour, some want to discover by working, and both are right. And the tour is incremental, not just natal: when an
established line's reseed adopts something its person would notice, it offers
the what's-new tour — a person whose line quietly gains capabilities they never
hear about is losing the map of their own collaboration. FEATURES.md closes
with the matching note for humans: if your line hasn't offered, just ask.
