CipherOS 1.5 Update

CipherOS 1.5 Contains:

• Rebuilt plugin system
• Rebuilt package resolver
• Added debug mode (pass --debug) to enable
• Added network device scanner
• Added portscan to scan for open ports on selected device
• Added custom built ArgumentParser for plugins (Including rebuilt help menu)
• Added ConfigParser for plugins that are built with a older config (configversion 1 and lower)
• Made CipherOS standalone (Removed the Cipher folder from the setup)

This version of CipherOS is compiled on Python 3.13 so it should be faster then normal.

There is only the Windows x64 .msi installer at the moment I am working on the ARM64 for macOS.
There will be no x64 builds for macOS.
