CVE-info MCP 0.1.1

Add an explicit --allow-new-release installer option for machines with uv package-age restrictions. Only CVE-info-MCP is exempted when requested; dependency policies and the default behavior remain unchanged. Both package names use the same implementation and return dev.mhirano.jp citation URLs.
