Superseded after physical bench validation. The read-compatible MMS fallback branch restored values but violated the established Static DataSet contract: Static DataSet must remain DataSet-centric, configured BRCB/URCB + GI only, with no cyclic MMS process polling or silent MMS fallback. Physical evidence from AA1E1F06R4 showed the regression clearly (MMS polling rows, fallback=21). Further work continues from the strict report-only baseline established at fa16fa9 and carried into current main, focusing on report projection/membership mapping rather than re-enabling MMS polling.
