This PR adds the view class in sdk for metrics. It includes View.m and ViewProxy.cpp for creating the view. It also adds an addView method to the MeterProvider.
There are also two tests which test the working functionality of the views. One test checks for changing the name and description of the instrument and the other tests for changing the histogram bin edges.
