ci: Don't install recommended packages on Circle

This is a followup to #26505 as it appears I missed the Ubuntu in the Circle-CI builds. There's probably a lot more recommended LaTeX packages here, so we'll have to see if CI is happy with it.

Comparing with the last build, timing also was 1m41s vs 44s, and downloads are:

10 upgraded, 362 newly installed, 0 to remove and 59 not upgraded.
Need to get 443 MB of archives.
After this operation, 1,265 MB of additional disk space will be used.

10 upgraded, 253 newly installed, 0 to remove and 59 not upgraded.
Need to get 333 MB of archives.
After this operation, 973 MB of additional disk space will be used.

so we save a little bit here.
