International users (non-English Windows) could get garbled characters in the OOOI report's
DATE field - e.g. Japanese Windows printed "098?26" instead of "09AUG26". The month
abbreviation was picking up the OS's display language instead of staying fixed to English,
and the printer's character set couldn't represent the result, turning it into "?".
Every date/time on a printed ticket is now locked to a consistent format regardless of what
language Windows is set to.
