Adds the LED Peaks visualizer, a 31-band LED segment variant with hardware-style peak hold indicators that pause briefly and fall slowly. Peak markers use the same green/yellow/red color zone as the segment they occupy.

Assets are Windows x64 VLC plugin DLLs. Rename downloaded assets to remove the version suffix before copying them into VLC's plugins\visualization folder.
