Additive minor: new pulumi-gcp-ts preset — Pulumi Infrastructure-as-Code (TypeScript) on GCP.

Per-environment stacks, typed pure config helpers, a SecureBucket ComponentResource with secure defaults, a CrossGuard policy pack, and unit tests against Pulumi's mock runtime. Reuses the existing quality-node gate (single infra working-directory). Ships a matching pulumi-gcp-ts stack skill as the version source-of-truth.

Bumps template_version 0.6.0 → 0.7.0 (the manifest reads it). Both existing presets are unaffected — this is a no-op update for them.
