v2.2.0 - Branding, Voice, Navigation, and Cost Guardrails

This release adds MDE / LLM-PROXY branding, Qwen3-backed voice service integration with browser fallback support, hamburger navigation, Advanced Overview dashboard placement, and V2 cost controls with monthly thresholds and pause guardrails.

Highlights:

• Added MDE app-icon branding, manifest metadata, and platform/product shell labels.
• Added global voice controls and Chat voice toolbar support for Qwen3 TTS plus browser fallback voice paths across Firefox, Chromium, and Safari.
• Replaced the persistent left rail with hamburger drawer navigation while preserving quick switcher, settings, sign-in, and startup What's New behavior.
• Moved shell summary content into Advanced > Overview as a dashboard.
• Added minute, daily, and monthly cost controls for Dedicated Instances and LLM as a Service, including threshold alerting, hard pause, override, and Operate payment review.
• Improved dark mode polish, typography, and project GUI polish skill assets.

Verification:

• MATTS_BROWSER_SMOKE_REQUIRED=1 scripts/release-check.sh
• Python unit/smoke tests: 592 passed.
• Coverage: 54.89% (6845/12470 lines).
• V2 OpenAPI and generated client drift check passed.
• React build, V2 frontend bundle check, production audit, and V2 browser smoke passed.
• RPM metadata verified for matts-value-set-2.2.0-1.el9.noarch.rpm.
