GCV databases 2026-10-16 (datastore-metadata 9dbfcd7)

Redis databases for LIS's GCV instances, built by gcvctl from populate-gcv's
load scripts. Unpack gcv-instances.tar.gz in a gcv-docker-compose multi-instance
checkout, then ./gcvctl proxy and ./gcvctl up <instance>.
