Loading Screen Truce

Introduction

Disable NPCs combat AI temporarily during the loading screen moment, to prevent the circumstances of enemies attacking player character while player has not way to deal with it other than standing still and getting beaten.

The plugin should works the same as toggle combat AI by tcai console command, so it should not cause AI stuck issue. Let me know if the plugin causing any unexpected issues during your gameplay.
