List Ready once at start and walk that snapshot through Iterations so mid-Run tracker changes cannot rewrite order or membership.
Confirm Ready for Agent candidates via a fakeable queue port, stamp ship, and drop In Progress label restore so Abort leaves unfinished Tickets queued.
Confirm, drop, and reorder Ready for Agent candidates before stamping ship; cancel/empty/non-TTY paths start no Phases, and leftover ship membership is shown as a hint without auto-resume.
Acceptance for #37 required the picker after Abort or Partial Progress; only Abort was tested.
