1cent 0.4.0 adds a safety-gated buyer CLI, pinned Python/Node buyer examples, a fixed-target rate-limited live demo, result quality metadata, Russian Telegram funnel latency, independent external health checks, isolated restore/load drills, hashed dependency locks, audits and SBOM.

Production remains Base Mainnet via PayAI with the existing seller, Base USDC, promotional 0.001 USDC price and unchanged settlement/idempotency/UNKNOWN behavior.

Verified: Ruff, mypy, 125 pytest tests, 26 security tests, Docker build, local/public/MCP/load smoke, monitor, external GitHub health and official MCP Registry 0.4.0 active/latest.

No new settlement was performed during this release.
