Follow-up to dotnet#126916, which landed the in-proc crash reporter as Android-only. This PR extends the same reporter to Linux and Apple platforms without changing Android behavior.

Commits

  1. Enable in-proc crash reporter on Linux — Broadens the CMake and HOST_* guards from Android to Unix. On Linux, PROCCreateCrashDumpIfEnabled short-circuits to InProcCrashReportGenerate when opted in, skipping createdump. Since createdump owns DOTNET_EnableCrashReport on Linux, the in-proc reporter is opted in via a separate DOTNET_EnableInProcessCrashReport knob.
  2. Enable in-proc crash reporter on Apple — Adds __APPLE__ register-access branches. On arm64, arm_thread_state64_get_pc/sp/fp(__ss) is used so registers are stripped of pointer-authentication codes on arm64e.
  3. Populate OSVersion and SystemModel via sysctl on Apple — Replaces the placeholder empty strings with sysctlbyname("kern.osproductversion", …) / "hw.model", matching createdump's CrashReportWriter::WriteSysctl.
  4. Unify in-proc crash reporter opt-in across mobile platforms — All mobile targets (Android, iOS, tvOS, MacCatalyst) now accept any of DOTNET_EnableCrashReport, DOTNET_EnableCrashReportOnly, or DOTNET_EnableInProcessCrashReport. Desktop POSIX keeps accepting DOTNET_EnableInProcessCrashReport only, so createdump keeps owning DOTNET_EnableCrashReport on Linux/macOS.

Broaden the Android-only guards around the in-proc crash reporter to
cover Linux. CMake target checks move from CLR_CMAKE_TARGET_ANDROID to
CLR_CMAKE_TARGET_LINUX (Android already sets CLR_CMAKE_TARGET_LINUX, so
this is a pure broadening). C/C++ HOST_ANDROID guards move to HOST_UNIX
for the crashreport integration sites in pal/src/thread/process.cpp,
pal/src/include/pal/process.h, vm/ceemain.cpp and
vm/crashreportstackwalker.{h,cpp}.

On Android (which has no createdump utility), the in-proc reporter
continues to opt in via DOTNET_EnableCrashReport or
DOTNET_EnableCrashReportOnly - the same knobs that would toggle
createdump's JSON report on platforms that have createdump. On Linux,
where createdump is the incumbent DOTNET_EnableCrashReport
implementation, the in-proc reporter is opted in separately via
DOTNET_EnableInProcessCrashReport so existing createdump users are not
silently redirected; when set, PROCCreateCrashDumpIfEnabled
short-circuits to InProcCrashReportGenerate and returns, skipping
createdump.

The legacy Android-only PAL_SetLogManagedCallstackForSignalCallback
registration stays Android-only to avoid altering desktop stderr output.

Broaden the crashreport build and runtime guards to include
CLR_CMAKE_TARGET_APPLE (macOS, iOS, tvOS, MacCatalyst) in addition to
Linux. The VM-side registration and PAL short-circuit already use
HOST_UNIX and now apply on Apple automatically.

Add __APPLE__ register-access branches in
inproccrashreporter.cpp for the instruction pointer, stack pointer, and
frame pointer. Darwin's ucontext_t::uc_mcontext is a pointer to
__darwin_mcontext64, so Apple branches dereference through ->__ss.
On arm64, use arm_thread_state64_get_pc/sp/fp(__ss) accessor macros so
the registers are stripped of pointer authentication codes on arm64e
(identity on arm64).

OSVersion and SystemModel remain hardcoded to empty strings on Apple
in this commit; a follow-up wires them up via sysctlbyname.

Replace the placeholder empty strings for OSVersion and SystemModel in
the in-proc crash report with values read via sysctlbyname, matching
what createdump's CrashReportWriter::WriteSysctl does:

  OSVersion      <- kern.osproductversion  (e.g. '15.1')
  SystemModel    <- hw.model               (e.g. 'MacBookPro18,3', 'iPhone13,2')

A small WriteSysctlString helper uses a 256-byte stack buffer (ample
for both sysctl values) and writes an empty string on failure so the
JSON schema remains stable for downstream consumers. sysctlbyname is
async-signal-safe and avoids heap allocation, matching the createdump
behavior. SystemManufacturer stays hardcoded to 'apple'.

Before this change the set of environment variables that enable the
in-proc crash reporter differed between Android (DOTNET_EnableCrashReport
and DOTNET_EnableCrashReportOnly) and the other mobile platforms -
iOS, tvOS, MacCatalyst - which only accepted DOTNET_EnableInProcessCrashReport.

All four mobile platforms ship without createdump, so none of them have a
competing crash-report path to disambiguate. Accept all three knobs on
each of them. This lets a single 'DOTNET_EnableCrashReport=1' recipe work
across every mobile target .NET supports (modulo wasm) and lets Android
opt in via DOTNET_EnableInProcessCrashReport for parity with the desktop
documentation.

Desktop POSIX (Linux, macOS) continues to accept
DOTNET_EnableInProcessCrashReport only, so createdump keeps owning
DOTNET_EnableCrashReport there.

## Summary

Fixes dotnet#123621

When a constant-folded operand appears **after** a non-constant operand
in a short-circuit `&&` expression (e.g., `v == 2 && Environment.NewLine
!= "\r\n"`), callee inlining can leave dead local stores in the return
block. The `isReturnBool` lambda in `fgFoldCondToReturnBlock` required
`hasSingleStmt()`, which caused the optimization to bail out when these
dead stores were present, resulting in suboptimal branching codegen.

### Changes

- **`src/coreclr/jit/optimizebools.cpp`**: Relax the `hasSingleStmt()`
constraint in `isReturnBool` to allow preceding statements as long as
they have no globally visible side effects
(`GTF_GLOBALLY_VISIBLE_SIDE_EFFECTS`). This enables
`fgFoldCondToReturnBlock` to fold the conditional into a branchless
return even when dead local stores from inlining remain in the block.
