Description

This PR is part of the work to retire the non-React Learn area framework tutorials, as per https://github.com/orgs/mdn/discussions/827.

This PR:

• Deletes and redirects all the out-of-date Angular, Ember, Svelte, and Vue tutorials.
• Cleans up all the pages surrounding those tutorials to make sure the wording makes sense.
• Removes references to those tutorials from other parts of the site.
• Adds an appropriate entry to the "Retired content" page.
