Part of #513 — stage 1 of the control-tower planning agent's staged execution plan (see the plan comment on #513 for full context: 5 stages, sibling-owned boundaries mapped to #509/#536/#479/#530). Filed by the control tower per the #603 child-per-stage pattern. STOPGAP NOTE: plain child issue pending the #552 sub-issues convention — convert to a native sub-issue when #552 lands.

Scope

One durable artifact owning the STABLE policy: the lane catalog (explore → research → plan → devils-advocate → implement → test → review → verify, with the re-anchor slot reserved for stage 5), the implementer ≠ reviewer ≠ verifier invariant, the depth-tier definitions (stage 2 fills the dispatcher that reads them), a pointer to the #496 return-payload contract, and a pointer to the #554 convention-gap protocol. work/SKILL.md Step 5 stops describing an inline workflow and instead points the dispatched chain at this SSOT.

Form: reversible reference-doc STOPGAP (the plan's OPERATOR DECISION 1 RECOMMENDED — reference doc under plugins/work-items/reference/, promotable to a skill later; final form/location/name remains the operator's, revisit tagged). Depends on nothing unresolved; every later stage scales/separates against this SSOT.
