Per Brief item 6 in docs/topics/lint-static-analysis-gaps/PLAN.md (PR #829). Every fleet hook emits statusMessage + failure systemMessage + OTel envelope; owner doc + convention registry row; grounded in current official hooks docs at authoring time. Optional: upstream feature request for native verbose-hooks UI.
