This release is the active canonical public-evaluation pointer for PermitReceipt / ORPRG IETF 126 Hackathon coordination and reproducible running-code review.

It provides a synthetic, source-available evaluation artifact for PermitReceipt-based permit-before-commit authorization of AI-agent and workload external effects. The packet asks a narrow review question: before a protected external effect commits, is there current permit evidence authorizing that effect?

Release-lineage note

v2.2.5-public-eval supersedes v2.2.4-public-eval for active review-reference purposes.

This fresh tag removes the same-tag asset-refresh ambiguity from the review path by providing a new tag, asset name, checksum sidecar, and canonical digest. After publication, do not replace the ZIP or sidecar under this tag. If any byte must change, publish a new tag, new asset name, new sidecar, and new checksum instead.
