[Feature Request]: Downlinking Nodes should announce themselves to the server

Description

There’s always an issue of trying to find a node downlinking traffic and it’s hard to track down. What if a downlinking node sent a social announcement to the MQTT server basically saying this is my node id and I am downlinking these topics. This message doesn’t have to be a Meshtastic packet and it has to be prevented from being sent over Lora. It can be used to automatically kick downlinking nodes or create a list of nodes that downlink.

Why would you not send it over lora? I think it would be great to have it show up there too. We have a hard time finding people downlinking and spamming the mesh. Maybe a flag similar to how other modules like store and forward or detection sensor show up on the node info on the node list.
