Fixes repeated Chrome “Apps on Device” permission prompts by moving the localhost WebSocket to one extension-owned service-worker connection.

Also preserves capture routing, shortcuts, pause state, popup retry, and alarm-backed reconnect behavior across tabs and worker restarts.

Existing v0.3.0 users: replace the unpacked remarc-extension folder in place, click Reload for Remarc Web Context in chrome://extensions, then reload browser tabs that were already open once.
