This is a consolidated draft that can be merged for now. The mapping is not fully compliant with WMO Core Profile due to the fileidentifier pattern and the GTS Priority lacking for the legal constraints. "WMOCAT" vocabulary in MMD can be used to provide WMO keywords. Closes #169
