OpenSSL 3.2.1: Static and Shared libraries releases

OpenSSL build libraries from CLI, using the source of this repo. For now, only x64 achitecture are attached.

The builds are:

• Static => lib folder
• Shared => DLL folder

The builds are important to use as a dependency on C++ code, in order to encrypt/decrypt some data, or even from others tools such as CMake when you need automate download process over https urls.

Requirements to build releases

• Visual Studio 2022 cl is not recognized => Required to build these releases
• Winget: NASM => Required to build these releases
