First Python-focused release. This tag packages the tl-parser bindings built on top of astral-sh/astral-tl v0.7.10 (https://github.com/astral-sh/astral-tl/tree/v0.7.10) and ships the new README, PyO3 bindings, and multi-platform wheel workflow.
