Planned as v0.1.0. The version counter was consumed by live-run iterations (0.1.0 → 0.1.7), each bump required to reach the installed plugin — the per-version cache freeze is documented in docs/maintainers/release.md. The milestone ships under the number it reached.

Plus the complexity budget (4 + 1.5 × (engineers − 2) + 4 × ops), the oab-principles background skill, a repo-scanner subagent, and a PostToolUse hook that validates every OAB artifact the moment it is written.

Verified with live, unedited evidence

• examples/live-run/ — a real /oab:design run passing every scenario assertion. Six earlier runs without an executing hook failed the same assertion; the mechanism closed what instructions could not.
• examples/live-review/ — a real review of linkding, chosen because it is the trap: small, correct, SQLite by default. Zero scale-inappropriate findings, all 8 evidence citations verified against the code, and one genuine upstream-worthy bug found (unbounded requests.get in the favicon and preview loaders).
• Install: fresh clone 0.8 s / 8.1 MB, against ADR-0003 thresholds of 5 s / 50 MB.

Known caveat

Hooks from marketplace-installed plugins did not execute in headless sessions, while the identical hook via --plugin-dir did (#45). Skill-level validation instructions are the fallback layer until that is resolved.
