ECMap / ECRadar: Add future_minutes init parameter to extend get_loop() past "now" using Environment Canada's radar extrapolation (nowcast) WMS layers, pairing backward-looking observed frames with forward-looking forecast frames in a single animation. Only has an effect for the rain/snow layers (precip_type has no extrapolation layer). Defaults to 0, matching previous behaviour
