Diaplay Sales line comments in Standard Sales - Invoice report (objectID: 1306)

We have an issue where in user wants to display the sales line comments in Standard Sales - Invoice report (objectID: 1306).
How can we achieve that without doing report substitution.
When we open the report in custom report layout, we dont see any data item for table Sales Comment Line (object ID: 44) and hence user cannot update the comments on the report.
