JWT key auto-refresh: initial refresh after set_jwt_issuer

Follow-up from #1924.

Currently, no initial automatic key refresh takes place when adding a new token issuer with auto_refresh enabled. This is unexpected and should be fixed.

Note: Locla kv hooks are useful for this.
