A second attempt at #7677, with a lot more human input. Some sections taken from the robot's attempt, some additional constraints suggested by me.

Further comments and discussion welcome.

Hopefully brief enough to avoid blowing out any context windows, while still covering the critical bases to get repo-specific work from agents.

Pull request overview

This PR enhances the .github/copilot-instructions.md file to provide comprehensive guidance for AI coding and review agents working in the CCF repository. This is a second attempt following PR #7677, with more human input and a focus on being concise while covering critical repository-specific information.

Changes:

  • Expanded from minimal placeholder to comprehensive guidance document covering repository structure, development workflows, and review guidelines
  • Added sections on code changes, C++ and Python development practices, documentation, and security posture
  • Preserved existing custom coding guidelines for reviews (formatting and shell script pipefail)
