* Specify version for DevSkim CLI installation

To prevent behavior drift lock the action to a specific release of DevSkim - related to https://github.com/microsoft/DevSkim-Action/issues/35 - this commit will have one final move of the v1 tag, and then we should lock the tags and for future releases start with a v2.0.0 that moves when new versions of devskim work.
