Updates the MSFT-Merge/commit-log documentation to reflect the latest out-of-tree (OOT) commits tracked by the MSFT-Merge process.
Changes:
- Added 8 new commit entries (hash/date/subject/author) to the OOT commit list.
- Extended the tracked list through mid/late August 2026 with new Hyper-V, x86/APIC SAVIC, and TDX items.
