Shift key invokes FancyZones when not moving the mouse

Steps to reproduce

1. I updated to PowerToys 0.75.0 through the in-app updater from the previous version.
2. After the update, FancyZones was showing its zones when holding the Shift key, but not moving the mouse.
3. I toggled the option "Hold Shift key to activate zones while dragging a window" off and then toggled it back on.
4. Issue stopped after the setting was back where it originally was, but I had to turn it on/off to make the setting behave as expected.

Looks like a post-update bug for 0.75.0.

✔️ Expected Behavior

FancyZones should only bring up its zones if holding Shift and moving the mouse.

❌ Actual Behavior

FancyZones showed its zones when only holding Shift. When this is happening, other keypresses aren't registered, so I found this out by simply trying to type an asterisk (*) character. The zones loaded behind my active windows, so I didn't notice the bug at first either.
