Description of the new feature / enhancement

Have the ability to put PowerToys onto an external disk to be used with other computers.

Scenario when this would be used?

I have worked on other people's computers, and having the ability to use a feature of PowerToys like File Locksmith on a computer where you don't want to install PowerToys would be useful.
