Steps to reproduce

1. Turn on FancyZones,
2. Ensure "Hold Shift key to activate zones while dragging a window" is selected (under Zone behavior section).
3. Login with RDP,
4. Move a window without holding Shift
5. Zones are activated for first move, which is unexpected.

✔️ Expected Behavior

5. Window moves without zones activated, since Shift key is not held.

❌ Actual Behavior

5. Zones are activated for first move, which is unexpected.

Other Software

Any software with a window that can be moved and resized.
