TEST/FIX: Fixing broken notebooks and updating integration tests

Summary

• initialize PyRIT before registry access and load only the datasets required by the registry example
• register attack techniques for the resiliency scenario and load its required dataset
• add notebook integration suites for output, registry, and setup docs
• remove redundant skips for target notebooks that execute successfully

Validation

• ran focused integration tests for both repaired notebooks
• confirmed all 51 successfully executed documentation notebooks are selected by integration tests
• ran the fast notebook formatting and sanitation pre-commit hooks
