Python: Allow configuring approval for default approval required features

We have a number of features that automatically require approval for their function tools.
We should allow configuring an opt-out for these.
While users can apply auto-approval rules at the ToolApprovalMiddleware level, having to bubble all the way up the stack and go down the stack again to avoid approval is inefficient.
