Preserve saved history when a worker cannot resume

Changes

  • Keep saved worker messages and chat details intact if restoring a provider, loading history or preparing the worker fails.
  • Report failed or cancelled startup attempts without replacing saved history; continue saving new work after a successful start.
  • Recover pending worker activity as interrupted evidence without repeating earlier tool calls.
