Clearer guidance for optional skills

Changes

  • Agents now check whether collaboration skills are available before trying to load them, while respecting your selected skill sources. Missing optional skills are distinguished from failures to load an available skill.
  • Maintenance updates align verification of background-work events, cached Work details and streamed-message attribution with the supported behavior.
