The standing ratchet, re-run on main @ 7e43e73 after the four-wave hw-operator-surface highway (PRs #82#85). ledger/reconcile-report.md only; rows.yaml byte-unchanged.

Re-run on this tree: pytest ledger/checks 60 passed · make ledger-mutate 69/69 · Tier-A 41 passed / 1 xfailed (the named OSV1-015 dead-function residual) · Tier-B 89 passed ×2 under the pinned chromium 148.0.7778.0 / playwright 1.60.0. Every asserted field byte-identical to the committed recording; the only movement is the unasserted light-theme --watch buckets and one text_scored +1 that was chased to a "just now" → "1 m ago" freshness label (one write site, zero readers).

Drift, both directions: none. 58/60 quotes byte-verify (the 2 without are hash-pinned SYNC rows); zero dispositions to change; zero "file exists" greens (the four cheapest-to-fake rows each also assert undeferred good halves + their dependency's disposition); all three SYNC hashes match; contracts + VISION unchanged since dfd4b8f.

Freeze Bar reading: Freeze 1–7 MET by measurement. Freeze 8/9/10 NOT MET — human-only (owner's rendered-page look = OSV1-034 GAP, correctly; external review; owner's stamp). Everything a machine can check is green; the contract is ready for the owner's look and external review. It stays DRAFT.

Findings named, not absorbed: OSV1-024/025 carry stale "PINNING ROW" lead-in prose above a CONFORMS disposition (filed lvn); OSV1-010 work: null while its notes name 96f (cosmetic). §8 rewritten to the new reading with the seed's BLOCKED table kept as §8a history.

Measured here, not transcribed: pytest ledger/checks 60 passed; make ledger-mutate
69/69 with none unproven; make test-conformance-a 41 passed / 1 named xfail; the
Tier-B kit 89 passed twice, every asserted field byte-identical to the committed
recording (only the four unasserted light-theme --watch buckets and one
session-timing text_scored denominator moved, both diagnosed); the ledger re-run
green against the fresh recording. All three SYNC hashes re-computed and matching,
so no re-review was triggered. The censuses were re-run in session too: 0 literal
inline sites, 0 <style> blocks outside the token module, an 8-site exemption
register set-equal to the live census, 30 routes with 0 GET reaching a mutation,
54 text and 9 non-text token pairs all clearing their floors.

Freeze Bar reading: 1-7 MET, 8/9/10 outstanding and human-only by the contract's
own words. Everything a machine can check is green, so the contract is ready for
the owner's look and external review; it stays DRAFT. Section 8 updated with the
seed BLOCKED reading kept as dated history.

Two record defects reported rather than absorbed: OSV1-024/OSV1-025 still open
their notes with stale PINNING-ROW prose above a CONFORMS disposition (filed as
work_item_pipeline-lvn), and work_item_pipeline-umm remains open under the
now-green OSV1-031. Three needs returned to the root. rows.yaml is byte-unchanged
because no disposition moved.
