[13.5] Logs filter should hide `UTC timestamps` option when `Show timestamps` is disabled

Describe the bug

If timestamps are not enabled, the options menu on the Console page shouldn't show the UTC timestamps checkbox.

Expected Behavior

The UTC timestamps option should be hidden when timestamps are not being shown.

Steps To Reproduce

1. Open the dashboard
2. Go to Console logs page
3. Open filters in the top right.

When this checkbox was added, we intentionally wanted it to be always visible to ensure that it was discoverable by users who might just click show timestamps and not reopen that menu. That reasoning may not still hold

It confused me for a bit - the square felt a bit more like an icon failed to load error / encoding failure character rather than a checkbox.

Maybe indenting the label to make it look like a child of "Show timestamps" could clarify things

Is there any prior art for displaying menu options like this?

Typically hierarchy is displayed using nested dashboard options, e.g. there would be a "Timestamps" option and then expanding that would have an option for "Show timestamps" and "UTC timestamps". That would make it obvious that enabling/disabling timestamps controls whether UTC timestamps is enabled or not.
